About the Role

CS is pursuing a contract for providing ongoing operational and strategic program support for the Center for Enterprise Human Resources Information Services (CEHRIS) within the Department of Veterans Affairs. This program supports and strengthens the VA’s Human Resources (HR) services by providing comprehensive, modernized, automated, and streamlined capabilities to support electronic records creation, information management, and data services throughout the employee lifecycle. CEHRIS supports customers throughout the VA by modernizing and standardizing human resources information services to support a world-class workforce with the sole purpose of supporting our Nation’s Veterans.


We are seeking a Change Management Specialist with a focus on human resources modernization and standardization.


The ideal candidate will serve as the overall Change Management Specialist and is responsible for analyzing, designing, and coordinating the change management activities for the program. This position oversees and leads all change management and communications aspects of the program and works closely with government stakeholders to support the implementation of the overall CEHRIS program to meet organizational and business objectives.

Requirements

Responsibilities:

  • Leads the change management planning, development, communication, training, and execution across the program to support successful implementation

  • Understands the organization’s functions and how they interrelate to support business processes and management of information needs

  • Leads the delivery of the change management activities across the CEHRIS organization

  • Applies industry leading change management solutions, including Prosci and ADKAR

  • Leads the development of strategies and tools related to change, communications, and training

  • Ensures compliance with customer change management methods, communication channels, and requirements

  • Develops tools and materials, including job aids, instructional guides, briefings, presentations, web content, fact sheets, and other work products to facilitate awareness, buy-in, and adoption by a wide-range of stakeholders throughout the enterprise

  • Ensures delivery and quality of solutions meet business requirements

  • Manage stakeholders

Qualifications

  • Bachelor’s degree in relevant technical field

  • At least 10 years of experience in organizational change management

  • Deep understanding of organizational change management principles, methodologies, processes, and tools

  • Experience working in performing change management activities including planning, communicating, and implementing change management tasks across a variety of implementation teams

  • Ability to facilitate and work collaboratively in a team environment with a strong focus on customer interaction and solution ownership

  • Demonstration of strong technical, written, and verbal communication skills

  • Ability to facilitate and influence stakeholders towards achieving common organizational vision and goals

  • Familiarity with project management principles

  • Organizational change management certification or designation

  • Ability to pass a government clearance

Desired Qualifications (Not Required):

  • Experience working with large HR transformation projects

  • Experience in Federal Civilian HR transformations

  • Experience with the organization and processes in the Department of Veterans Affairs
